Are Citrix Gateway and Citrix ADC same or different?

Gateway (Formerly Citrix Gateway) is a feature that runs on a NetScaler (formerly Citrix ADC). The Gateway and load-balancing (another feature) are licensed in the currently available Advanced or Premium editions of the NetScaler. The advanced license would meet your needs for both the proxy and the load balancing. Other versions of the software were announced as end-of-sale earlier this month.

One item to note is that ICA Only mode set on the Gateway virtual server, as this can be one of two modes.

  1. ICA Only - When set to ON, it implies Basic mode where the user can log on using either Citrix Receiver or a browser and get access to the published apps etc.
  2. ICA Only - When set to OFF, it implies Smart Access mode where the user can log on using either Citrix Receiver or a browser or a Citrix Gateway Plug-in (aka VPN or Clientless Access).

Depending on which option is required, you may want to check how many concurrent users you're going to have as option 1 is unlimited (dependant on appliance capabilities) whereby option 2 has a license count depending on edition (1,000 for Advanced Edition or Unlimited for Premium, again dependant on appliance capabilities).
